HAVE TO is used to express a strong obligation.

Example: I have to be at school at 9 o'clock. 

 

DON'T HAVE TO is used to state that there is no obligation or necessity.

Example: We don't have to buy a new pencil case if we have another one.

 When you are using he / she / it you have to use DOESN'T HAVE TO.
